What technologies to use?
Are you going to run FTP, FTP as HTTP, or provide some type of graphical, HTTP solution? FTP is difficult for many users, you need client software, it's not secure, and then there's the manual you'll have to write to support diverse software clients, remote users (and maybe some of your own), just so they can use the site.
Many shareware HTTP solutions are coded in PHP and/or Javascript (only) and can only handle relatively small files, usually less than 10MB. These scripts are also saddled with many other limitations and compatibility issues, many of them not 100% server-side (so there goes your compatibility). And if the code lacks features your people or other users need, well, now you're doing development. Not a very clean or cheap solution in the long run.
